Ok, just had a thought.
other boards have league tables of overclocks.
can we not set on up for either coolers (hottest to coolest) but any entries have to be done at a certain spec (speed, voltage and system temp)
i know there would be differencies in system cooling, but hopefully having to put a system temp should reduce that to a minimum.
temps would have to be read after running 30 mins of seti or something and then after 30mins of idle
good idea, or am i talking out of my arse again??

every cooler test i have ever seen has different critria, different speed chips, different fans, in the case, out of the case, some use a testing device instead of a cooler.
want it more as a level(ish) ground where you can compare different coolers in similar (or identical) setups.

I want to do all sorts of leaderboards, and it sounds like a stellar idea...but...I havent found software yet. I may have to buy it.

Not a bad idea in theory, but it may be hard to do in practice. There is such a variation in the measurement of CPU temps alone that a meaningful comparison would be very difficult. Although ranking the coolers by the Delta between system and CPU temp eliminates some variables for different coolers tested on the same motherboard (such as ambient and/or changes to case cooling), there is so much difference in CPU temp measurement among different motherboards and systems you will end up with enough variation to spoil a ranking.
For instance, if you put the same CPU and cooler onto two different motherboards you will certainly get two completely different CPU temps. This is obviously do to several things such as the mobos voltage regulation and power supply issues, let alone CPU temp readings if you were to use the on board temp sensors. And when you consider that only a handful of degrees seperates most of the coolers out there, you can see what this would lead to.
I've done a good handful of HSF reviews recently (and I'm almost done with a HSF review and shootout for LiquidNinjas which should be posted in a day or two), and just trying to eliminate the variables while running the same mobo and CPU with no absolutely no other changes except for the cooler itself is extremely difficult at best.
I beleive the only way such a ranking could be accomplished is by testing all coolers on the same motherboard with the same CPU and measure the ambient/CPU delta or by developing a "fake CPU" heatsource where wattage can be controlled accurately like some sites have done.
I hope i do not sound like I'm being negative about the idea. I actually think it would be a great resource. But accomplishing a meaningful ranking from an assembly of tests performed by different individuals, on different motherboards, with different CPUs would be a real challenge.

For best temperatures, the PAL8045 comes out on top, but for overclockability, that is the order. (from my personal testing)
