I went to liquid cooling to have a quiter PC but I guess I went too cheap on my PSU. At first I thought the noice was comming from my Otes fan but after sticking my head back there its defently the PSU. This is what I have, Antec P4 ATX12V 400 Watt Power Supply With 2 Fans. Well the smartfan technology isnt quite enough for me :P . Any way I can make this quiter or any suggestions on a quiter PSU?

You can replace the fans in the PSU easy enough. You can also run their power connections to a fan controller.

What should I watch for using a fan controller? The PSU I have is suppose to adjust fan speed due to heat but its loud by toning the fans down will I risk burning out the PSU?

You should use somekind of measure to track the air temp or PSU temp... a thermometor mounted at the rear fan might do it. But I have never tried it.

If you slow the fans way down and they are blowing cool or luke warm air. You should be fine, but it will be determined by the PSU's load.
