aparrently PayPal has ticked off enough customers that someone actually pays to host these (http://www.paypalsucks.com/forums/) forums!
im glad i dont rely on them on a day to day basis.
the two transactions i have done though went without a hitch, but hey, the more you read, the more you use as a basis for your own judgement.
this thread was not meant to be a flame at the company, but merely sharing other peoples horror stories.
