I belive most people would use neoprene rubber, but why not solve the problem altogether by putting the entire computer in the fridge? :P

I remember Player0 using thick silicone tubing and neoprene and pipe insulation on the cold water lines.

Welcome to the forum!
Pipe insulation would work for the lines, but its relatively rigid, Closed cell foam is what is used generally for insulating the blocks.
have you done anything to prevent condensation at all? If not you need to do so asap, you run the risk of corrosion on processor pins, processor socket, etc. Theres quite a bit of work involved in sub ambient cooling, you really need to take the needed precautions before you end up with a dead computer...
there are some pretty detailed articles linked from THIS (http://www.dangerden.com/mall/Pelts/neoprene.asp) page regarding condensation proofing, give them a read and stop back with any questions you have.

Take your coat off and stay a while.
Here (http://www.liquidninjas.com/reviews.php?op=showcontent&id=20&page=6) is a TEC review that mdzcpa wrote, with a nice write up on condensation proofing.

Yes i done the pins along time ago but was just having trouble with the lines and the block. If i leave the pump running all the time get no condensation, its just when i shut it down and the water cools about 20 more degrees . Then the lines just fog up and start condensating . Already trashed 9800 grrrrrrrr, so i learned the hard way.lol If foam inst. works will be great. Funniest thing these putors dont like being rain on inside lol.
