Danger Den and Swiftech sell great kits for your price range, but if you tell us a bit more about your system components maybe we can give you better suggestions.

DangerDen makes some great stuff indeed. I really like the way you can assemble a kit of the components you want right on thier site. It takes a bit more research, but assembling your own kit is really nice.
On the other hand, Swiftech makes some darn fine kits too, but the components are pre selected. They have a Medium Duty Kit (http://www.swiftnets.com/products/h20-8500-0.asp) and a Heavy Duty Kit (http://www.swiftnets.com/products/H20-22500-0.asp) . Both are very quiet. The heavy duty kit has a much bigger rad, so keep that in mind (it's always the rad placement that can be a pain in the ass when setting up water cooling).

the reason the temps read lower in windows is that there is CPU throttling software in windows. It shuts down the CPU when it's not being used.
When you first boot up and check the BIOS there is no throttling going on so the CPU is on 100% and tends to read higher.

The CAS setting is for adjusting the timings of the memory controller and it's interaction with the RAM. Higher quality RAM runs at CAS 2 or 2.5, while lower end stuff runs at CAS 3. CAS 2 provides higher performance, not by more mhz speed, but by running the settings faster.
So, in answer to your question...generally speaking...Yes. If the memory is rated at CAS 3, you'll need to manually run it at CAS 3, or run it at SPD (auto settings) to get the max FSB out of it. Setting it to CAS 2.5 or 2 usually results in not being able to push the memory as hard. You may not even be able to run it at spec mhz if you run the CAS setting tighter than what the mem is rated for.
