I am planning in building my new rig!
and I am tired of WC!! I was wondering if this thermoeletric cooler:

could have temps below 10 degress???
Has anyone tested it yet?

They work pretty good, but you still need to prepare your motherboard for condensation proofing, and thats probably a bigger pain that using a water cooling setup.

looks like you need a pretty loud fan to cool it... why not use that + water cool? :D hehe... I dunno what I'm talking about do I :O

I doubt you'll see under 10c if the P4 is overclocked. The common range for these is about 20c to 25c under load overclocked. That's still 20c or so under other air cooling solutions.
I've used the same unit, except for the AMD side. I saw about 25c on a heavily overclocked XP 2400 under load.
Another point...you will need a very very very powerful fan. I regular 80mm high speed will not cut it. You'll need something like the Vantec Tornado pushing 84 cfm to do the job. Air cooling a TEC is tough. Be aware, a fan like that will run in thr 55dBA range.
