Sure no problem.

We elect Senators and Congressmen who do not listen to us and do what ever they wish, as long as it benefets the Republican or Democratic Parties.
The American people express their wishes, and if it benefits the politician, then they do it.

What were you wondering about in particular liz? There are so many aspects to the system if you get into the nitty-gritty stuff...
