I'm looking at building a new case from scratch and my main aims are going to be(in order):
-Reduced Noise
-Good Looks,but unobtrusive at the same time
-Performance(keeping pretty much the same system,but might upgrade my HD and PSU
Any hints,tips and suggestions are welcome.

tricky one... what do you feel comfortable working with?
the trouble with pc cases is you need big holes cut in them to let the air out so noise gets out too... things you need to think about are rubber washers where you mount fans and stuff like that.
having said that if your any good with electronics or a flash programmer you could rig a noise generator that sampled the noise of your case and then inverted the wave form and played it out of a speaker inside the case to cancel the noise... that could be sweet :D

or if you wanted to do something crazy you could copy everyone else and just make a bay bus and reduce the voltage... but that would be boring :)

I'm thinking of using wood since it is easily worked and looks good.
I'm going to go with some low rpm fans to reduce noise and a good hs and fan combo...any suggestions for hsf's that a very quiet(they don't need to be the best performers,just to cool a 1.1 ghz athlon running at normal speed).

zalman are well known for quiet heatsink/fan combos... but basically you can choose any large heatsink and just slap a quiet fan on it... if you go for the biggest fan you can fit you also get a breezy noise rather than a screaming noise
i think i'd recommend an alpha 8045 and an 80mm panaflo fan that'll keep things nice and cool

I use a couple coats of rubberized spray paint on the inside of my system. Its meant for reducing noise in cars, and doesnt look pretty (kind of lumpy), but it does help reduce case panel vibration noise.
Buying thin insulation and noise reduction materials and applying them to your case helps. Use quieter fans or a voltage controller to reduce fan noise. thicker rubber feet for your case can also help. Stiffening side pannels with additional metal or brackets also helps.

Oh, and use larger fans/fan adapters.
120mm fan will run much quieter than 80mm fan at same CFM level. Using larger (in size not cfm) fans especially ones rated for Low Noise is definately a good place to start. it also reduces noise with out sacrificing cooling.
