DC to DC converter's pins question.

Ok this thing..
Are the input and output supposed to share the ground?

Luckily, I'm only half stupid :D
On this one, GND is ground, Vin is V in (duhx2), so I'm assuming +V is v out, and 0V is V out ground?

Question 1, yes, ground is shared. Ground is 0 volts.

Question 2, dont know. Im not following that spec.
